Essential skills education bill heads to governor’s desk

As Kentucky employers struggle to find qualified individuals with the skills needed to fill the jobs they have available, legislation that will empower schools to help their students graduate with essential skills passed the General Assembly on Monday. House Bill 3, sponsored by House Majority Leader Jonathan Shell, is a top priority of the Kentucky Chamber.

Senator Max Wise presented the bill in the Senate, where it passed with a committee substitute which is the result of discussions with various groups across the state including the Chamber, Kentucky School Board Association, Kentucky School Superintendents and Kentucky School Administrators.

House Majority Leader Shell, while concurring the Senate changes in the House, said essential skills, including things such as communication, showing up, being diligent, and being drug free, are valued by employers across all sectors.

With the passage of House Bill 3 all school districts will submit how they will implement their essential skills programming by 2019 to the Kentucky Department of Education and the Kentucky Workforce Investment Board.

House Bill 3 now heads to the governor’s desk for signature.
